I can remember LA not wanting to wear the Yellow Jersey when DZ crashed right before the finish of a Team TT that would have kept him in yellow. Yet the race made LA put the yellow jersey on.
While I understand these circumstnces are signifigantly different why wouldnt the ASO simply demand him to wear it. He was in 2nd place, the race leader is now gone. He should wear the yellow.

That's why.
the jersey is tainted...I can see why he would refuse it. Also, he probably feels he didn't earn it. Maybe he also doesn't want to be tested after the stage today :)

OP's question isn't why did AC/Disco refuse...that's a given...but why the organizers allowed him to refuse.

cyclingnews.com is reporting that the race director decided nobody would wear yellow today, just like at the prologue. It wasn't Contador's choice.
Even if it were, how would they force him to wear the jersey? Kick him out if he doesn't?
In the past, when riders refused to wear jerseys, or alter their uniforms somehow for whatever reason, it has amounted to a small fine that the team or sponsor happily pays.

Because it was ASO' s decision not to have anyone wear the Yellow Jersey today, not Contador's. http://live.cyclingnews.com/?id=complete Where did you hear different?
"Race leader Alberto Contador (Discovery Channel) rides along in the peloton. He's in the white jersey rather than the maillot jaune due to the race organisers' decision not to have a yellow jersey in the race today."
Where did you hear different?

Then they'd have to make up another White Jersey to hand off to the next young rider on GC.
Mass confusion would ensue.
Riders would begin to abandon.
Le Tour would fold.
WW III would start.
Think, people. THINK!!

^Versus coverage...one of them said in the pre-race show that AC declined wearing the jersey.

Technically he can refuse it the rest of the way because he's the white jersey holder and you're allowed to choose which jersey you want to wear. This came up earlier with rasmussen when he was KOM and Yellow and they asked which he wanted to wear.

All jersey wearers (including white) are tested after every stage are they not?

Only Yellow is tested after every stage. Ras was not DQd He is winner of 2 stages including 16. He "chose" not to start, so the same procedure that would apply if he chose 5 minutes prior to start instead of 12 hours applies.

Recall a couple years ago, when Lance showed up at the start, without the Yellow Jersey ('earning' it after DZ lost it in the TTT crash)? Organizers threatened to disqualify him if he did not wear it.

They could. But there is no way they would be so stupid. My guess is both Contador and the Tour Organizers decided no Yellow today independently. The general rule in the past has been to decline wearing the Yellow when it is obtained because of anything other than performance on the road. (I think there are even a couple of cases where it was not worn after an abandonment not chrash related, but not sure).
I for one had not decided if I cared anymore and was waiting to see what happened with the Yellow this morning. No Yellow. I guess I'll watch. If I had seen Yellow most likely not.

Well the real reason why he did not start with the yellow is rather simple. Is was not his yet. It was still RaZs yellow. Raz still had his time gap on AC. RaZ does not get a DNF or DNS till the start of the race. So AC would have to finish the stage first before he would get yellow.

stage winners are tested each day. Random riders are also tested. AC didn't refuse the jersey because he didn't want to be tested, that's just silly. It's tradtitional to refuse the jersey after a crash or withdrawal; sometimes the race officials say okay, sometimes they force the issue. Contador will wear it tomorrow. As it was, Disco defended Contador as though he was wearing it.

Makes the most sense to me. By the way, you aren't the only one that drops me like a potato, my grandchildren do it regularly.

I quit watching the overall GC. I now route for the sprinters classification.

Exactly. And this was my point in this thread (http://www.bikeforums.net/showthread.php?t=325314).
