I doubt it. Paper is randomly oriented short fibers and composite (carbon) bicycle frames are made with continuous fiber either in a fabric, a braided tube, or filament-wound onto a tool right off the spool. Random short fibers won't handle the loads. Think pressboard versus plywood... The carbon fibers in the composite are like the grain in the wood, and they are oriented in the directions needed to carry the loads in continous fiber reinforced structures.
