So in my research I read lugs must be finished off before building... So my question is are you suppose to use a dremal or just file and sandpaper? What sort of bit are you using? and how much finishing are you suppose to do previous to frame construction, in oppose to after brazing?
here are the lugs I am using... they have cast in gussets.

The only thing you really NEED to do is clean the metal in the inside where they are brazed and make sure you have the proper clearance between the lug and the tube. A file or sandpaper roll chucked in a rotary tool of some kind works good for this. Proper clearance for silver brazing is an easy slip fit - not where you have to force the tube to fit inside the lug. For brass the clearance should be greater.
Optional finish work includes dressing the lug edges so you have a nice crisp edge. I recommend filing with needle files and undercutting the edge a little since the filler material will fill the edge. If you really want to be fancy you can modify the edges of the lug to suit your fancy. Knock your self out and have fun. :)
