No, it wasn't parked. I'm out on my usual after work ride and this car passes me(but not very quickly). He doesn't give me the usual half lane, but doesn't crowd me either. About a block later I enter a park and get behind this same car. He's only going about 8 mph, which even for me is slow. Okay, I thought, he's figuring out where he's going to park, so I just coast behind him. Soon he leaves the park going down the street of my normal route and he's still only going about 10 mph. At this point I'm trying to decide if I'm going to pass him. Since I've never passed a moving car before I'm wondering if it's such a wise thing to do. The streets in this area are pretty quiet, but I still couldn't get up the guts to pass(I just didn't think it was safe). Up comes an intersection. I turn and ride down the block at my normal speed and turn at the next block and go back to my normal route. When I get to my regular route, the car is just starting to come up this street about a block behind me. I rode a couple more blocks on this street and made a turn and didn't see the car again.
