Yes I think they are one of the biggest sponsors, together with Aquarel, Champion and Skoda.

Champion sponsors the polka dot.
PMU has the green and the white is sponsored by Skoda.

It is the mascot of the sponsors, LCL - Le Credit Lyonnais. You can see their logo next to Floyd Landis' left armpit and under Lance's right arm on the jersey you can see their previous name 'Credit Lyonnais'.
