you need a chain-breaker. I got the park tool one for $12.
are you sure it's your chain that's too big and not a problem with the rear derailleur keeping tension?
yes, where can I get a park tool?

You can get a chain breaker from Park tool or many other companies (Park Tool is a well-repected bicycle tool company) from your LBS or online at nearly any online bike store.

The park tools website will show you how to calculate your correct chain length, and use the tool, but get your shop to demonstrate, and have a practice on an old chain.
