I had read online (a few years ago) where a group in the UK had tested most of the big brand locks, chains and cables against cutting and sawing with a fairly quantitative and objective means.
Now that I'm goint to start commuting I want to research what to buy, but cannot find the review or anything like it.
Has anyone seen that comparison test? If so could you post up a link?
Cycling Plus magazine does a test every year. This year for U-lock the Abus Granit X Plus and the Kryptonite Fahgettaboudit came out on top. For chains the Kryptonite Fahgettaboudit came out on top followed by the Abus Granit Chain and the Squire SS50.
There are also groups which test for the insurance industry, most notably Sold Secure and The ART Foundation. Here are the links to those two groups.

Part of my job is chains and wire rope(Improperly called cable). I also have destroyed a number of lock cutters cutting pad locks.
Stainless anything is harder to cut than regular or even most hardened steels.
There is a German Rope cutter called a "Cable Cutter" and it will comfortably cut 3/8. 9/16 or 14mm is not cut with hand tools, some companies sell a 15mm rope lock, if you can get anti-rotation rope it is much harder to cut.
Anti rotation can be identified by the fact it is not right or left hand lay rope.
A real hardened 3/8 chain don't cut with chain cutters, standard chain will.
I have not been able to cut those 3/8 shank Industrial Master locks with a lock cutter.
5/16 broke one and cut it with the second attempt.
I will not comment on U locks or other bike locks as I have never tried to cut them.
This is all I have tried.
Oh yes I sell these cutters too, and they cost too much for a bike thief, so usually they steel a cutter first too, I hate thieves.

For stainless steel chain, go to your local ship/marine supply store. They have barrels of chain and a hydraulic cutter for cutting to length. Prepare to pay for the luxury and security of SS chain.
I've used a Kryptonite NY Chain (not the Fahgettaboudit) with the EV disc lock for years with no issues other than exchanging the lock back in 2004 due to the BiC Incident recall.
