I am wanting to cut down the steerer tube on my fork, but the star nut thing is too high. How do i get it deeper into the steerer tube? Is it a matter of banging it in?

Banging is overkill.
Tap it down with a punch or a bolt that threads into the nut section (a longer bolt than the one that came with the HS). If you go too far just push it all the way through and start over.
Most important: Make sure you have the measurement you want before cutting the steering tube; can't undo it once it's done!

To keep it correctly aligned, use a deep socket to fit inside the steerer.

Or run a long bolt thought the top cap and thread it into the starnut. Then drive the starnut down the proper amount using the top cap as an alignment guide.
