I am curious if there are any relatively safe ways to get to Salem from Eugene (the shoulder of the freeway doesn't cut it). I used to live in Salem, and it would feel good to ride up to visit family and friends AND be able to say I rode all the way there!

Thank you sir.
Recently rode from Forest Grove to Albany to watch my grand-daughter compete in the Oregon State Swim Championships. (10 yrs old, she came in 3rd!) Made a route trying to stay east of Hiway 99w. Found long patchs of gravel and had to detour on to 99w several times. It does have a wide bike lane but the traffic is heavy and fast. I love the feeling I get when I ride into a town from far away. If I had known about the State trail bike route I would have taken it. Sometimes the Buene Vista Ferry is closed. It was on the day I rode, I diverted over to Jefferson on the east side of Hiway 5. Got to the aquatic center with 93 miles so I rode on out towards Brownsville and back to get in my 5th Century per month.
Have a great ride!
