But, has anyone taken the 99 down or up to Redding from central/southern CA? If so, what are the speed limits like and are there many stops?

I think there lots of spots where there isn't much of a shoulder to speak of.

Have you thought about taking 5?
I've taken 5 from Sac to Whiskeytown (Just west of Redding). It was a smooth drive and there were a few places to stop. Normal freeway speeds; everyone was going at least the speed limit, but many were going well over it (10+ mph faster) and if you like olives you should stop at the Olive Pit in Corning.

Hmm, was OP talking about riding a bike or driving a car?

Heh, car. I already asked elsewhere and apparently the 99 would be better for my needs (up until Sac), which are driving on the slow side ~(50-60mph) to save moneyz and driving at 55mph towing another car four down. Thanks anyhoo!
