I don't live near a bike shop and I just finished my monthly order from nashbar a week ago. Since then, I've noticed that a lack of braking power is likely the cause of pads that have not worn evenly and have become a bit hard. There's still plenty of groove depth, so I wonder if there's a way I could revitalize them for a month or more (hopefully until next season). Can I maybe take the braking surfaces to some sandpaper and try to sand off the uneven, hard surface? In theory, it seems like his'd work, but I'd hate to make things worse :P

Yes. Sandpaper and possibly an X-acto knife might solve your problem.

I trim off any lip with a box cutter and then dress the pad with a bastard file.
