Southern California - Hwy 101 - Whom to complain to?

There's a stretch of Hwy 101 between in Carlsbad with a bike lane that's so chewed up it's barely rideable. I'd like to complain to someone about it, but I'm not sure who has jurisdiction - the city or the state. Can anyone help me on this?

(According to the California Streets and Highways Code, Section 401, Route 101 ends at "Route 5 near Seventh Street in Los Angeles," and does not exist at all in San Diego County.)

If you are sure the location you are describing is within the City of Carlsbad, you might try the Street Maintenance Department, Public Works Division (http://ci.carlsbad.ca.us/streets/index.html).

I believe that section is designated as "Historical Rt. 101".

I would start with the city. I know there is a section heading north through Leucadia that is really bad, but I rarely ride it.

Make sure to present it as a safety concern. The city usually isn't that concerned with "rough roads", but if they here "potential serious injury" and/or "possible lawsuit", they are usually quicker to respond. At least that's how my parents-in-law got the city to fix the sidewalk that was raised by tree roots.

I found it. It's near Ponto. Yeah, the bike lanes north and south are terrible there.

As I pointed out in my letter, it's not as bad northbound, because it's downhill. But southbound, it's uphill, meaning a cyclist forced into the lane is going much, much slower than traffic.

Carlsbad in general doesn't seem to give much of a s%*t about their bike lanes along 101. At least they have them, unlike Leucadia, where there are none at all (I think that's about to change, though).

Well I don't see how you could sit there and judge the roads without personally going out and helping. You work, extensively, but you do not have an idea what it is like to be out there in 110F weather and having to fix a small stretch of road that isn't frequented as often as some other streets.

And now I pay tens of thousands of dollars a year in taxes for ever decreasing services. You're damned right I'm going to complain about that! And the last thing I'm going to do is pick up a shovel and go fix some road.

I think you should have written a letter from the point of view of a cyclist worried about getting hit or crashing because of bad / unsafe surface.

How many non-cyclist car drivers are even aware of the concept of "a cyclist forced out into the right hand land ..."? Answer: zip.

I'm pretty sure Carlsbad uses a tracking system where the email is forwarded to the appropriate party and that person has a set number of working days to respond. It may not get repaired quickly but you should get a response.

I complained about a huge hole in the road TODAY to the street maintenance department. They said they'd be out to assess the problem and hopefully fix it, within 48 hours. Had I known that Ovoleg felt so strong about the subject, I would have just gone out there and patched it myself.
