I got this idea from a guy who made one of these to keep his data instruments secure and dry during kayak trips.

materials needed:

- 12" length of 6" PVC pipe
- one 6" end cap
- one 6" female threaded end
- one threaded cap to match
- pvc cement.

glue the end cap onto one end, using the pvc glue. Next, glu the female threaded fitting onto the other end of the pvc pipe. Thread on the cap. Done.

now you have a very waterproof, very bombproof tube "bag", that you can store stuff in without fear of it getting wet or crushed. Its also perfect for taping a 10" x 4" tall piece of reflective tape to .

to mount it to the bike, i used 1" wide canvas (rubber impregnated) straps, one on each seat rail, and wrapped around the tube. same with the handlebar. I'm sure oyu can use other materials or make your own brackets, but this is what i had handy. The entire thing cost me $0 , as everything was recycled from construction leftovers.
