I have a wheel with a rim that is 27mm wide with a 1.75" tire that works fine. I have a second wheel with a 22mm rim and a 1.5" tire. Is there any reason the 1.75" tire would not work on the narrower 22 mm rim? Both wheels are 20" dia. if that is important.

I should work fine. The only issue that may come up is that the wider tire might not have clearance in your frame between the chainstays and seat stays. It will be obvious, after you install the wheel in the bike, whether this is an issue or not because the tire will rub. If there's very little clearance it will be fine until your wheel goes out of true; in which case it will rub.
