Check the BB threading to make sure it's not jacked up. Also look closely at all of the welds for signs of stress, cracking, separation, etc.
If it's bent or badly dented, you'll know.

BB threading jacked up? whats jacked up mean? like all messed up? also, the guy says it a replacement frame from Norco, so its never been built, and apperently never seen the outside. and theres a brace thing between the stays on the dropouts, so i take it the stays are straight

Just look at the threading on the bottom bracket and make sure it's not stripped or ruined from some dumbass trying to install the bb incorrectly.

Putting off a bike related purchase because of a "lack of money"? What kind of wrong person are you? For heaven's sake go sell your TV or house or something!

lol, i mow a couple lawns, but after July, the grass just doesnt grow, too much sun, not enough water. selling lemonade isnt my cup of tea. i made a good $800 in June and July (my birthday helped, a lot) but ya, i hope to have it done by the end of next july
