My 1998 (I think - bought it off of e-Bay 3 years ago) Kestrel, which I dearly love - hence my handle. It's been like this for a while, but with all this talk of carbon failures on BF today, it gives me pause. Dangerous or not? What to do? Or is it ok and I should just repaint?

You'll never know. That's the beauty of carbon fiber parts, you'll never have the faintest clue, before it happens.

The above statement, while very general, is also very painfully and deadly true. However, I admit I don't see jack on that photo. If I use a lot of imagination, I'd say maybe there's no big deal. Besides, it's a rear wheel, so when it happens, you probably won't die.
