i spend most of the time on pavement with my bike and i was wondering which manufacturers make a lockable fork (disc comp.). i only ride through dirt trails and my budget is around $150-250

Not for your budget.

You can get an air fork and bump up the pressure.

If you have a bit more money. You can get a Manitou Skareb for around 450 or so.

Marzocchi MX Comps with ETA lock the suspension down to 30mm from 105 mm, and are excellent forks. I don't know how much they are in US $ but over here you can get them for around £200 if you shop around.
