Has anybody out there with a powder coated steel frame experienced cracking in the powder coat due to frame flex? The guy who is sandblasting my frame said to be aware that that could happen.

No. Powder coats tend to be very durable. Check out this link to the FAQ's page at Spectrum Powder Works in Colorado Springs it should answer your questions and alay your fears. These folks do some of the best porder coating out there, full custom graphics are available integral with the powder coat. I am sending my bike there for a repaint later this year.
