No - not really. The significance of the team in the TTT is too great. Theoretically, it would be possible for Lance to have an easy day and stroll in off the back - his timing would still be that of the fifth rider across the line! That isn't the case with other types of stage. The TTT gives a big advantage to the individual in the strongest team (at TTTs)

Out of 20 stages in the TdF, usually less than 10 of them are significant. Where did Lance place in stage 2 of this years race? How about stage 17? WAY in the back, he took it easy near the front of the peleton. And even if you don't take a pull you are still working your ass off, look how fast those guys were going for the whole stage.
Also I think you are hyping up it's significance just a bit to much, this was the first year USPS won the TTT, yet they've won the last 5 TdF's. In 2001 when they even had a team pile up (well 2 riders went down, the team waited for them) and they lost 1:30 over the winner, and almost a minute to ONCE.
It's an important stage for sure, but it hasn't been the deciding part of a race for awhile.
