The new pads are, or should be broken in. They have been on the bike for about a week and has been riding through town. Light braking, haven't even seen dirt yet.
Spankin' new pads! Why dont they have any power? And when I say no power I mean its like they are trying to stop a train!

Hayes pads require a breaking-in or burnishing period. It's hard to quantify, but seems like you need to do some pretty good stops to break them in. I don't know if braking intensity or duration is better.
Also, you might want to wipe your rotors with rubbing alcohol.
