Hard to tell from the photos which model Kestrel it is, but it is pretty old.

Looks like 8 speed, threaded headset setup using an adapter for old Vision Tech Bars (which may be the version as listed in the recall in 2005 - http://www.cpsc.gov/cpscpub/prerel/prhtml05/05229.html )

Personally I would suggest better deals out there than that...

looks like the fork stem is bent... bottom right picture, probably because it does not have risers on it.... don't buy it.
