I have a 13-29 on the rear and it really serves me well for all of the climbing I do. I did a "hill climbing" century last Sunday with well over 10,000 ft of overall climbing, and loved it.
My LBS suggested this instead of a triple and so far I have been able to handle most everything. But on occassion I'm looking for a higher gear than my 52/13. Can just the 13 be changed for an 11 or a 12 or would I need a whole new cassette?

Changing the last cog will require you to also change the lockring on the cassette due to the diameter difference. Besides that, you should be ok.

Eliminating your 13 cog for a 12 will create a sizable and quite noticable gear-inch gap between your 12 and 14 and you may not like that. I think it's best to get rid of something in-between instead, but that may not be feasible in your situation since your cassette already has a huge range to begin with. Maybe this configuration might suit you better:
12-13-14-15-17-19-21-23-25-29
