I'm contemplating changing some parts to improve front shifting on my bike. The current combination is Shimano Alivio FR and SRAM SX-5 shifter.

In general, swapping out which part would improve shifting reliability and gives short throw? Both is probably the best answer but I just wonder which one.

Thanks.

Deraileur.

Agreed. After that maybe new nice cables and housing.

I had no complaints with my SRAM X Gen on the Cannondale, and have no complaints currently with my X7 FR w/ X9 shifters. Crisp, clean, short throws, and not the most expensive.
