Is this repairable without replacing the whole down tube?

It looks like a pretty big hole.

Frame looks like junk to me. Hole is huge and it looks like someone installed rivnuts already so you can't use those as a bail out. From the look of the inside of the tube, rust weakened it which allowed the original bosses to pull out. Steer clear.
