My bike doesn't have any braze-ons for a bottle cage in the location of under the downtube. I've looked around, but can't find anything. The closest thing I've found is a bracket to mount a bottle cage on your handlebars. Can someone please point me in the right direction?

You can drill a couple holes and install 2 rivet nuts. Shazam - professional looking third bottle mount. You can find rivnuts in hardware store, or order if you can't.

You can also use hose clamps. Put some tape around the frame, and a piece of tube rubber between the bidon and the frame, then clamp the hose clamps tight.

Twofish makes a strap on mount. Good for temproary use.

Minoura makes a strap on mount. Better for permanent use.

Hose clamps are a last resort.

I think you should use it with the help of a bike tube. This will prevent the scratches.

EMT conduit hangers cost less than hose clamps and are much easier to use. These hangers or clamps are available in the electrical supply isle of any hardware or building supply store. They're made for hanging EMT conduit and plumbing pipe from the ceiling or walls. They come in overlapping sizes between 1/2 inch and 2 inches so you will be able to find a size that will fit you're down tube. I've also used them to attach racks on bikes without eyelets and flashlights as well. I always use contact cement to glue small peaces of old inner tube rubber to the interior parts of the hanger to prevent scratching and provide a non-slipping gripping surface for whatever you'll be clamping the hanger around. Here is a photo of several hangers attaching an accessory bar to a handlebar and flashlight mounting to the bar.
