Do you think you would get a better workout hitting hill after hill after hill or just riding on a plateau?

hill after hill!! the training that you put into the hill helps you get major speed on the flats. even if you're only in the lowest gear at low cadence climbing up a hill, you're applying a LOT of torque at the pedals... which means you'll be able to turn bigger gears on the flats, once you get used to it
hills can also be looked at as power intervals, where the descents and flats can be considered recovery time. runners know that the way to increase your running pace is to do interval training/speedwork, not to slowly increase your pace over several runs - the same applies for cycling.

This answer will be quirky, but you need both. They develop different skills and provide different kinds of conditioning. The hills for strength and the flats for spinning.
