That's had to say about cycling because a relatively small part of the population does it. If something more like 40% of the population (of the world) tried racing, then the outlier interpretation would work. It's also hard to say because we don't know what makes some athletes better than others. It's nice to think that science has all the answers, but it's not even close.
Even if we could identify outliers and science could explain everything we still would be occasionally wowed by evolution. It normally moves very slowly. But there was one day when one amphibian decided to stay out of the water. One day when one small mammal decided to sleep during the day to avoid predators. One day when DaVinci was born.
It's totally unpredictable.

She would have been 16 in 1997 which sounds pretty freaking early for epo to have filtered down to juniors by then.

Not privy to any other info that anyone else had, which was her 50.5% hemocrit at the 2003 world's which she was booted from and her "absentmindedness" when it came to post race testing. Then there's the fact that her team Canada teamates had publicly stated their suspicions regarding her "coach".
Let me ask you this, did you actually think she was getting a bum rap before she admitted to it?

Just a small geeky aside: race performance, even at the top level, tends to follow the shape of a bell curve, especially for really selective events like TTs and mountainous stages. Common wisdom is that the top guys are all within a tiny fraction, i.e., that the top end of the curve is blunt. In fact, that's usually not the case: the top end has a tail just like the bottom. So it's actually the norm for one or two guys/gals to be substantially better than their next competitors.

Yeah, but in the eyes of USADA and all the other anti-doping organizations, missing a test after you win a race does equal guilt, which she did and she was found guilty and banned.
This isn't a case of "I told you so" its a case of Jeanson admitting to a crime that she was already found guilty of.

I think it's possible to answer no to all of your questions and still have legitimate suspicions. Is your problem with unearned cynicism? Or people purporting to "know" when they don't know firsthand?

I have plotted TT results before and seen the curve, so I agree with you on the shape. But that doesn't mean the riders at the top end of the bell are clean ;)

Her performances have been superhuman for years. the problem is that EPO and other PED abuse has been going on so long, that people think that +7 minute leads in 100F heat is just 'gumption' and 'fortitude'.
