Do i have to measure it? If so is it end to end or are there some tricks to it? Would it be stamped on the BB shell or the BB itself?

measure it.
depending on what kind of BB it is it might be printed on the cartridge or the spindle itself.

can i just measure the bottom bracket by measuring the bottom bracket outter shell on the very lowest point of the frame?

yes you can. Make sure to start measuring from the 1" mark on your tape because that metal hangover thing on the end can add a couple of mm

Um, that's what the metal thing is made for: getting your measurement to accurately start at 0. The metal tab has some play on a decent tape measure because it's meant to have two positions, one "out" so you can put it on the outside of whatever you're measuring and the "in" position when you have to push it up against a surface.
I've always had more success in building things using the +1" method. Ends up being far more consistent, especially if being exact is a significant issue.
Excuse me if you know this already or if it's irrelevant Hanus, but to get a full description of your bb you need to know shell width, spindle width, what type the spindle interface is (jis? octalink? isis?) and the type of threading.

What bike do you have? Do you have a serial number? If so, the internet is your friend.
Otherwise, calipers will make quick work of it. Inside diameter measurement.

stamped on the frame below the bottom bracket it says FJ118986
its a fuji del rey and i dont think ill be riding it until i fix this, because it sounds like my cranks are about to fall off.

i think i may have fixed it, it was just my rear wheel working itself loose
