I grew up in Nebraska, and Sen. Chambers has been a fixture since I became aware of politics.
He's definitely a rabble-rouser. He's doing this to make a point. Being a hater of frivolous lawsuits myself, I think it's hilarious.
I'll say, though, that if it weren't for Ernie, the Nebraska unicameral would be very, very stale indeed.
