I would like to start riding again and am looking for good value road bike that will not be a major investment.
I have looked at Raleigh Cadent 2.0. Any other suggestions in this range?

I can't help you with suggestions, but I can send you down to the Road Cycling forum, where you can check out the stickies about various price levels of bikes.

Check to see if there are any bike clubs in your area. Local bike shops might have a few flyers posted on their walls, etc.
You might be lucky enough to find someone who wants to sell their old bike - and you can meet them, see how they ride, their size, etc.
If you're really lucky, you can find someone who just HAS to have the latest gear and is willing to sell last year's stuff at a very low price.

Thank you for the support. I purchased a Raleigh Cadent 2.0 which I located in the NYC Craigs List. I am very happy with the bike. It is light, fast, responsive, and has a triple for the hills. I live in the Catskill mountains with lots of great country roads, and lots of challenging hills.
