anybody get annoyed with the extra slack of strap flying in the wind when you tighten the chrome bag to your chest? what do you guys do to remedy it...i usually twist it around the strap but it always manages to come out eventually. I was thinking of paper clipping it into place or something because I don't want to cut it off. Any suggestions?

Carabiner. Someday I'll cut the strap open to make that little plastic bit useful. Yeah, it bugs me.

I have a ton of excess strap left over on the chest stabilizer as well; I use a piece of corrugated split loom tubing (1/2" diameter, about 2" long) that's tightened with a black rubber band. Weighs nothing, and I carry a spare in the deepest guts of my bag...somewhere...those big binder clips will hold way better than paperclips, too.

That's true and the tubing is a good idea too. the thing i don't like about clips is that i can't adjust my strap once they're on. I adjust my chest strap many times a day. I usually loosen them when I get off the bike or when I need to retrieve something. Before I ride, I usually tighten the crap out of the bag to make it wrap around me like a squid. The carabiner is great because I can still adjust the strap since it freely slides up and down the chest strap. I didn't realize that gravity worked with a slightly larger carabiner to keep it on the bottom of the chest strap which minimized the slack.
what do you guys do to remedy it...I do nothing - it kind of gets between my legs most of the time, but never bothered me enough to do something about it :).
I use it to slap people who get too close. Walking, subway, riding...wherever. Keep waving it around like a crazy person and always get a wide berth.
