Are disc brakes legal in CX races? Specifically in Portland? I know that they are not allowed in Europe but maybe rules have changed for the US.

Only a problem in UCI-sanctioned races, of which there are only a small number in the U.S.

And even if it's a UCI event, unless you're in the UCI Elite races, you'll be okay with 'em in the regular amateur races.

There was some talk about the USCF adopting UCI rules for 'cross, but I haven't heard anything recently about it...

Portland has their own non-UCI and non-USCF series, and IIRC, just about anything goes.

I am sure all kind of brakes are allowed with OBRA, heck maybe you can even ride a fixed gear and no brakes or a coaster brake.
No UCI or USCF in Oregon.

Does the non-disk seem any lighter? The only difference between the 07 and 08 Poprad is the Ultegra RD on the 08 (and the canti brakes.)

theyre bothpretty heavy. the canti version is 1-2 lbs lighter.
The other difference is the wheels. The canti version is race(?) instead of select disc.
