Bikeforums.net is a forum about nothing but bikes. Our community can help you find information about hard-to-find and localized information like bicycle tours, specialties like where in your area to have your recumbent bike serviced, or what are the best bicycle tires and seats for the activities you use your bike for.

Maybe it's to attach something that you don't have on the bike? (If this is the disk brake bike, maybe that has to do with the rim-type brakes?) (My bike came with two allen screws where the water bottle holder goes, but no holder).
On some products, not just bikes, you'll have extra screw holes because the same piece is used in multiple arrangements in multiple products, and it's cheaper to make them all alike.

post a pic, that will open up the audience (instead of just specialized P.2 cromo owners, or anyone with similar bikes) to everyone that has seen/used this thing your talking about.
I dont see it affecting you ride, you have ridden your bike before, right?
