Average race speed is meaningless when it comes to judging how hard a race will be. On a flat course with little wind, you'll spend time at 18 mph and time at 35 mph.

If you're doing a Cat 4/5 race and there is nothing for the pack to chase, averages could dip as low as 22. The pace may be nothing faster than a social ride until the last couple of miles. If a break gets away early or you have some really strong guys on the front, you could expect a much faster pace.
