I learned this from the LBS mechanic
1. pull the wheel back as hard as you can to where the chain is super-tight, and tighten the nuts just a little bit, to where they are tight enough to hold the wheel, but with moderate force, they allow the wheel to move in the dropouts.
2. spin the pedals fast several times.
3. tighten the nuts just a tad more.
4. spin the pedals fast several times.
5. tighten the nuts all the way. ta-da!
when you give the pedals a good fast spin, the wheel not only centers itself in the dropouts, but it also comes forward to where you have just the right amount of slack in the chain at the tightest point in the pedal revolution.
it worked amazingly well for me, on first try.
