The feds recommend a 20:80 match with the idea of helping poorer localities improve transportation facilities. However each state is given some autonomy on how to distribute those funds and MD requires a 50:50 match with the idea of spreading this funding out a little further. The problem now is the poorer localities cannot afford to improve the transportation facilities as well as the richer localities so the bulk of the money is going to the richer counties while the poorer counties bike/ped crash ratios remain really high.

So I am curious if anyone knows their states match ratios for TE funding and what do people here think a good ratio should be. Should the match required by the locality be low to help get money where it is needed or should the match be set higher to help more projects get out the door?
