The City Council is trying to figure out a way to keep bicyclists off the sidewalks, and so far, they haven't come up with an idea that rings the bell.
Bicycle messengers, who sometimes terrorize Manhattan pedestrians, aren't a big problem in Queens, but food delivery bicycles are common in the borough, growing in number and on the sidewalks way more than they should be.
All too many recreational cyclists also seem to feel entitled to ride on the sidewalk as they please.
The Council is looking at a measure that would make businesses responsible for cyclists who work for them and is also considering stiffer fines for riding on the sidewalk. Fining the boss might work among the limited number of bicycle messenger businesses in Manhattan, but there are just too many restaurants that deliver by bicycle. A deliverer sacked by one could just move on to another, pretty much indefinitely.
A far more effective approach would be to go after the bicycles when they are ridden in reckless disregard of pedestrian safety. No one would like to see that happen. Doing it properly would require an added layer of bicycle bureaucracy unwelcome to all concerned.
Existing laws would be adequate to the job of maintaining good cycling order if they were obeyed. Cyclists - both commercial and recreational - this means you.
