I'm buying a new set of wheels and I'm wondering what size you guys ride on the street. On my roadie I ride 23's but a lot of the wheelsets I'm seeing are 17mm. Is that way too small for the street? It seems razor thin.

Right, but wheel size (width) pretty much denotes tire size, right? or around it at least.
or am I totally wrong and can put a huge inch and half size tire on a 17mm wheel?
EDIT: after some browsing around you're right, as always dutret. Then why the designation of 18 or 17mm wheel. What is that referring to?

Yes, you probably could put a 37 mm tire on a 17 mm rim. However, you should not mix metric and imperial units when talking about such things. It's annoying.
The width designation gives you a range (http://www.sheldonbrown.com/tire-sizing.html#width) of tire widths that will be friendly with the rim.
