I saw the panoramic pictures and read the comments so it seems that intersection has no STOP signs at all.
Its unfortunate what happened to the cyclist, BUT I think he could have been a little bit more careful. He was speeding and that is obvious. At a much lower speed anyone could have stopped on a dime, at a much lower speed he could have broken some bones but survive the crash.
I live in Marin (of course in California) and right now looking out the window at 5:00 pm there is almost no sun at all and this is downtown area
. I cant imagine in area surrounded by trees everywhere. Every now and then I drive toward the coast line and to NAPA. I have noticed that somewhere after 4:30pm or a little later its very hard to distinguish cyclists on the road. I do this on purpose to be aware how is the visibility at different hours even when there is plenty of sunlight. The cyclist should have stopped or at least lowered the speed on the intersection it does not matter if there was or not a STOP.
Its a bad example, kind of driving the maximum speed limit on a school zone when children are present. If the sign says 25 then drive at 10 or less.
Note: If the driver can see the cyclist then the cyclist could see the driver and SHOULD have seen the maneuver that you are talking about.
