Hi, I'm a cat 3 racer from the Midwest who will be living in Ft. Collins, CO starting in May. The reason for this is because I'm taking summer classes at CSU. Anyways, I will of course have my bike out there and would love to hook up with a racing team. Are there any recommendations of teams in that area or even maybe if I had to travel to Boulder? Thanks!

The biggest racing team there is Team Rio Grande. You can find their contact info and a list of a bunch of CO teams here http://www.americancycling.org/info/members/clubs/ClubsForWeb.htm

Be sure to come up to Laramie Wyoming for the Dead Dog Classic stage race in late June.

I just looked at that Dead Dog Classic race and wow! We don't have many 86 mile cat 3 road races.

question: so is the ACA like usacycling but for only a few states out west?

That's correct. USAC does some races out here too, but not very many.

Yes, almost all of the road racing in the Front Range of the Rockies is sanctioned by ACA (but you can race on a USCF license and buy one days). Re the Dead Dog: some of the CAT3's love that distance and some of them hate it. The hard part is (according to racers - of which I am not one), is that the final 10 miles is usually into a head wind with 1100 ft of climbing. Pretty tough after the first 76 miles.
Unfortunately the ACA is in a bit of turmoil right now. I hope they get it all straightened out before the spring road season starts.
