I'm fixing up a singlespeed coasterbrake bike for someone and took the rear hub apart. I noticed this part appeared to be broken but when everything is assembled it's not noticeable. The metal band around the middle holds it together.

What is the name of this part? Is it replaceable or do I need the whole hub assembly? Or can I put the hub back together, pack it full of grease, and be good to go? The bike is for a 73 yr. old woman who wants something to cruise around the neighborhood on. The bike is this fine specimen right here:

The wheels are 24" x 1 3/8. Would it be using the same size rear hub as a 26" wheel? Can I pick up something from a Thrift store for $10 and use the hub innards from it?

Those are the brake pads. They are supposed to be like that.
