Found this impressive. Almost looks photoshopped. The only thing I don't like about it is that his bike has flat pedals on it.

The Alta bike campaign had a bunch of people with photoshopped legs like that. It was kind of a fun campaign. The bike is a stylish singlespeed or fixed that is a bit overpriced, but has a pretty cool look to it...

No Cycling short Tide Mark- Seems obvious now-So the bike on the wall is for show.

OR- Could be the bloke is a Bike Messenger and They are always covered head to foot to save abrasions from hitting cars.
