Have a bike with 590mm (26 x 1 3/8) wheels and am going to build new wheels for it. I want it to use either 26" (559mm) or 700C and I think 700s are a bit too big. So I'm thinking about putting on some 26" rims in addition to some pretty fat rubber that will hopefully take care of the size difference.
Brake reach will not be an issue since both wheels will be drum brake.
Only problem is that I do not want tires so wide as to make the fenders ineffective.

Sound plan?

I've been down this track with a Cruiser refurb.

I found frame clearance the biggest issue with the wider more bulbous tyres, if you use smoothish 1 1/2" 559's and some careful installing it may work alright.

I eventually ordered 650B tyres and rims which are available but not in the quantities of the 559's. The 650B has a 584 bead dia. and is narrower than a MTB tyre so the original brakes will fit up and it will clear the frame.

I think you can use pretty fat 26" tyres there, but I'd have to see the bike to judge. You might have to mod the fenders a bit, but that's easy.

Yeah, sound plan, and the geometry shouldn't suffer too much, overall.
