How much should a Rear Derailleur "swing" when bolted to the hanger?

I've rebuilt the hanger bolt section of the der with clean and lube. When attached to the hanger, the der doesn't rotate easily unless I back off about a turn.

Does the der need to rotate? Why might it not rotate?

Thanks

Perhaps you made an error in reassembly. Did you install the return spring correctly?

The hanger bolt torque should have no effect on the pivoting action of the derailleur.

The bolt was reassembled correctly. It's just tight. It has grease and oil lube.

Sounds like you need to double check your assembly. seals,c-clip,etc.
What is the make and model derailleur?

The derailleur is an old Shimano from 1986, no name.

I really think it was reassembled correctly. It was tight to rotate before disassembled. And, should the derailleur swing very easily?

Pivot is spring loaded.
After the bolt is torqued to spec. it should rotate without binding and spring back into position when moved.

Thanks. That's how my other bikes are. If this ever gets loosened up somehow, I'll write back.
