I'm wanting to start doing some cycle training to try and increase my cardio-vasular fittness. I was thinking of 2-3x1hr hill sessions a week before work (I don't have to be in till 10am). Is this a doable goal for a cycling beginner?
I'm wanting to build up my C-V fittness and I've found I can't run regularally due to getting sore right splints.

Sure. We all do biking like that.
Start out with short sessions, perhaps even less than 1 hour, if you are not used to riding. Build up your time, then add hills, add speed, add sprints. Be sure to give your body time to recover.
I assume you are already pretty fit. Build on your base.

Start slow and have fun while building up you cycling legs. Get a few good rides in before you decide on frequency and intensity. You may be surprised how often you have to adjust your goals depending on your current fitness level. I have found it difficult to maintain a high heart rate on bike rides.

For what it's worth I was in average shape, at best, last Spring. I looked at milage rather then time and thought I was going to die after a 10 mile ride the first night. I ride 10-15 miles 1 or 2 nights each week and try to do a lot more on the weekends. I did my first century last week and can average 16 mph for at least 2 hours. I've dropped 15 lbs and feel like I've come a long way.
I've been very please with my progress and am considering a HRM to make my training a little more formal.
