You can get plastic calipers in a $ store that will give good enough measurements. This is not what Loctite was invented for, but is worth trying with the shim. Shims would be easier to install if you used several narrow ones next to each other.

Does the stem have the bar clamp diameter engraved on the inside of the h-bar clamp or on the stem where the min. insertion mark is also engraved?
My guess is you have an older 26.4 mm Cinelli. Welcome to the wonderful and accurate world of E-bay.
