There was once a Vintage Bicycle Newsletter, by Mike Kone.
The Heine rag, is unfortunately a singular voice publication. I subscribed one year, did not renew.

While there isn't a magazine other than Jan Heine's that deals specifically with old bikes
Bicycle + from the UK usually has one or two good articles on vintage bikes.
Hilary Stone writes most of the articles, and I'm happy to say not too English centric.
I especially liked his write up of the PX10.
