Bikeforums.net is a forum about nothing but bikes. Our community can help you find information about hard-to-find and localized information like bicycle tours, specialties like where in your area to have your recumbent bike serviced, or what are the best bicycle tires and seats for the activities you use your bike for.

when putting on a brake lever, do you have to take off the handlebar tape so the lever can slide on or do you open it up and slide in on the handlebar?

You should unwrap the tape back to where the handle's going on and then wrap it back up.
You should unwrap the tape back to where the handle's going on and then wrap it back up. If you wrap from the ends inward, as I now do after years of center-out wrapping, you may be able to disassemble the clamp, set it into position, and reassemble in-situ. Otherwise, you will probably need to unwrap all the way so that you can slide the lever-and-clamp assembly over the handlebar end.
