There's a D-ring on each of my down tube shifters. What's this for? Is it just to hold them on and allow for easy removal? Or does it control the cable tension in some way?

It does both. I holds the lever on the stud and you can tight the D-ring to adj the tension. It was needed more for the friction shifter.

I thought it was to flip from indexed to friction.

It can do either job, depending on the type.

If your gears are only friction then its purpose is to add the friction by tightening the srcew ,if they are indexed then to switch from index to friction for those who didnt wont the new technoligy of index shifting at the time of the inovation of indexed shifting .

Cool. They're index > friction.
