Oct. 24--CHAPEL HILL -- The Chapel Hill Town Council has approved an agreement to construct bike lanes and sidewalks along a stretch of Old Durham-Chapel Hill Road, authorizing Town Manager Roger Stancil to sign off on the pact with the city of Durham and the N.C. Department of Transportation.

Discussions about the need to improve access on Old Durham-Chapel Hill Road -- a direct link between the municipalities, which runs parallel to U.S. 15/501 -- date to the early 1990s. Monday's council action, coupled with the city of Durham's approval of the same agreement last week, was an important step toward making those improvements a reality.

Chapel Hill Town Council member Ed Harrison has advocated for the improvements for years. He said that during much of that time, bike and pedestrian projects weren't high on the priority lists of the Metropolitan Planning Organizations or the DOT.

"It wasn't the kind of project that any MPO in the state had taken on, so there wasn't a lot of thought given to how to move it up the ranks of important projects," Harrison said.

He said he is "relieved" to see formal action in favor of the project.

According to the terms of the agreement, the three parties will fund approximately $3.83 million in improvements from Sage Road on U.S. 15/501 in Chapel Hill to Garrett Road in Durham. DOT has allocated $400,000 in Surface Transportation Program funds, as well as more than $2.74 million in Durham-Chapel Hill-Carrboro MPO funding.

Chapel Hill and Durham are responsible for a $685,600 in total funding, with each municipality's share reflecting how much of the project falls within its jurisdiction. Sixty-five percent of the project length is in Durham, so the city will contribute $445,640. Chapel Hill will cover $239,960.

Construction on the 2.7-mile project is scheduled to begin in 2009 and conclude in 2010. Officials from NCDOT Division 5, which includes Durham, will manage the work.

I tried biking home that way once and nearly died. That will still leave the bit from Garrett to about Academy that is still a little dicey for bikes but that section was deadly. I think I will still favor Erwin Road for convenience and safety, but for folk who live further east or south in Durham it will be great.

I will forever dream about some bike project along the 751/Erwin/Franklin corridor... one can only hope.

This is great news, nonetheless - not only for the actual work that's gonna happen, but for the precedent it sets for future bike and ped projects that cross city, county and state jurisdictions in NC.

Hey, what do you know? Fantastic news. I often commute the Erwin route, but it would be nice to have new options.
